Draft Law on some Additions and Amendments to Law No. 48/2014, “On late payments in contractual and commercial obligations, as amended”

Following the legislative initiatives of the deputies, the draft law on some additions and amendments to the Law No. 48/2014, “On late payments in contractual and commercial obligations, as amended” has recently been submitted to the Albanian Parliament.

The proposed changes provide for the recognition and inclusion of agricultural producers as subjects of law, in order to solve a problem that has concerned the activity of this category, related to non-payment or late payment of obligations owed by commercial enterprises. Also, in the interest of the functioning of the internal market, the terms and manner of calculating the interest on arrears for late payments are defined.

Non-timely payment of liabilities to agricultural producers creates not only a chain of delays in payments, but directly affects the slowdown to the impossibility of continuing agricultural and livestock activity in subsequent seasons.

Furthermore, the inclusion of agricultural and livestock producers in this law will further promote the formalization of agricultural and livestock producers, as well as the formalization of any transaction in the markets of these products.
